Is it possible to obtain a credit card in two names when one of us live in a different country?

My partner and I are planning a holiday. I live in Australia, he lives in Scotland. We’d like to have a combined credit card to use while on holidays. I’m just a little unsure if this is possible being that we live in different countries.

It depends on the credit card company, but mine is constantly offering to add an authorized user. They’ve never mentioned that they must live in the home. You should call your credit card issuer and ask if you can add a name to it. Be aware that the original account holder–the one who was approved for the card–will be responsible for all charges.
Given your long distance status, I would advise you not to have a credit card issued in his name that you are responsible for.
One of you can open a credit card and have the other name as authorized user.
