I do not know if it is legal or not, but all you have to do is dispute it with the credit bureau. Send them a request to merge accounts, and tell them that it is the same account, and should not be listed twice. They will merge the account, once they have verified it is the same account number, amount, etc.
It could be a simple mistake. People who work for credit card companies make errors just like you do. That’s what dispute procedures are for.
Legally they can’t report twice but, they can sell it and both agencies report the same debt.
My understanding from a consumer attorney the same company cannot report the same account twice. Seeing that it was NCO explains a lot. They are as crooked and crooked gets.
Are you sure that NCO reported it twice. It is possible that they sold the debt to another company, or purchased it from another company. If either is true, then it is possible.
Scenario 2, they sold or purchased the debt from a sister concern.
You can dispute the negatives. Write a letter to credit bureaus and they will remove the negatives.
Try looking up google for FCRA. Fair Credit Reporting Act.

If its the same account number and same account it can only be reported once. I have seen lots of problems with NCO in the past we switched to a new collection agency that works with debtors and doesnt charge any monthly or yearly fees called control data. Switching stopped the complaints and credit issues. Best advice is file counter suit.
